How do I drain a pool legally in Dallas NC?

Dallas Code Sec. 92.06 says pool water must be discharged in a way that does not create a public health hazard or nuisance. The water must also be de-chlorinated. Sec. 154.03 allows de-chlorinated swimming pool discharges into the storm system only if they do not significantly impact water quality. Do I have to maintain a pool I am not using in Dallas NC?
