Keeping your pool running smoothly takes a lot more than a skimming every now and then.

    Service built around your household

A family that swims every evening and a couple who use the pool on the odd weekend need different things, which is why home service is sold in tiers. Whatever the tier, the technician leaves the water in balance, nets out leaves and grit, cleans the filter and scrubs away film and staining. Liners, covers and the equipment pad get checked on the same pass. Hot tubs and indoor pools are part of the service too, and a spa can ride along on the pool's plan. Coming back to a pool that has been ignored for months? Book a deep clean first, then switch to routine visits. The Baytown team is locally owned and run, and every visit is logged in an E-Report with photos and chemical readings you can open from your phone.

What Baytown's code counts as a pool

Baytown's definition is broader than many codes. Section 18-1071 of the city code treats any structure that can hold water for swimming, diving or recreational bathing deeper than 18 inches at any point as a pool. That covers pools at ground level, above ground, below ground or indoors, and it takes in permanent wading pools and permanent hot tubs or spas. An aboveground pool in a Baytown backyard is therefore a pool for the city's purposes. Building a new one starts with paperwork. Section 18-1074 asks for two copies of the plans to go to the city inspections division, with one copy passed to the health department for review, and final approval waits until the article is satisfied. The city has also adopted the 2015 International Residential Code with Appendices E, H, I, J and M.

    Fence materials the city accepts

Section 18-1134 calls for a residential pool to be fully enclosed, and a fence must be built from a material named in Section 18-1011. That list allows redwood, rough cedar, chain link with wood or metal slats, brick, brick columns combined with those materials, heavy metal with a baked enamel finish, pressure treated lumber and concrete. Plywood and corrugated metal are prohibited. A wall or other solid structure meeting Texas Health and Safety Code Chapter 757 can serve instead of a fence. Where the wall of a house forms part of a private residential pool enclosure, the state door and window rules in Sections 757.006 and 757.007 do not apply. If you are replacing a damaged section after a storm, check the new material against the list with the City of Baytown before you build.

How the city enforces the rules

The enclosure rules come with enforcement. Section 18-1131 lets the city inspect a private residential pool after giving the occupant at least 24 hours notice. Under Section 18-1132 a violation is a misdemeanor, and each day it continues counts as a separate offense. Where an enclosure is hazardous, Section 18-1136 allows the city to repair it and place a lien on the property. Day to day, Section 18-1135 puts the duty to inspect, maintain and repair enclosures, gates and self closing and self latching devices on whoever controls the pool. A service visit is a natural moment to notice a gate that drags or a latch that no longer catches, and it is worth fixing quickly, but the enclosure stays the household's responsibility. Confirm anything you are unsure of with the city.

    Where your water comes from

Inside the city, pool water starts in the Trinity River. The Coastal Water Authority provides untreated surface water to Houston, Baytown and Deer Park, and its Main Canal runs 22 miles west from the Trinity River Pump Station to the Lynchburg Reservoir, with a capacity of over 1.3 billion gallons per day. The Baytown Area Water Authority treats that water before it reaches your tap. If you live in Mont Belvieu, Dayton, Liberty or an unincorporated part of Harris, Chambers or Liberty counties, a different utility, water district or private well may supply you, so check that supplier's report. Texas rule 30 TAC 288.20 requires retail public water suppliers to keep a drought contingency plan with response stages and triggers. Before filling a new pool, ask your supplier how its stages treat pool filling.

Baytown Residential Pool Services: Frequently Asked Questions

What fence materials does Baytown allow around a pool?

The pool enclosure rule in Baytown Code Section 18-1134 refers to the approved list in Section 18-1011. Wood fences can be redwood, rough cedar or pressure treated lumber; masonry can be brick, concrete or brick columns paired with an approved infill; metal must be heavy metal in baked enamel; and chain link needs wood or metal slats. Plywood and corrugated metal are not allowed. Run your plan past the City of Baytown before you build.

How early can I open my pool around Baytown?

Early in the year. The typical last 32 F night falls around February 12 at Anahuac and February 21 at Liberty, using the medians from NOAA's 1991 to 2020 normals, and Baytown's March high already averages 72.1 F. A cold snap after those dates is still possible, yet opening before the water warms stops algae from taking hold under the cover.

Should my pool equipment be checked after a hurricane near Baytown?

Yes. The National Hurricane Center's average Atlantic season brings 14 named storms, 7 hurricanes and 3 major hurricanes, and the NWS recorded 45.10 inches of rain near Highlands and 37.50 inches near Crosby during Hurricane Harvey. Floodwater and debris can reach the pump, filter and heater as well as the pool. Have the equipment checked before running it as normal and the water rebalanced before anyone swims.

Do you look after hot tubs as well as pools?

Yes. Many homes have both, and hot tubs can be serviced on the same visit and the same plan as the pool.

Why is water balance so important for a home pool?

Balanced water is safer for swimmers and kinder to the pool. A shift in alkalinity or pH can make the water corrosive to equipment or cause scale and staining, which leads to repairs that regular balancing avoids.
